## Key points

- OpenAI signed four agreements with Abu Dhabi entities on November 2, 2026, at ADIPEC, witnessed by Crown Prince Sheikh Khaled bin Mohamed bin Zayed.
- ADNOC says it is the first energy company to deploy OpenAI Frontier, starting with field master planning and value-chain forecasting.
- Its agents are meant to forecast crude supply, demand, prices and margins, with human experts keeping oversight of consequential decisions.

- No dollar value and no new compute figure were announced for any of the four.

## At a glance

- **What did OpenAI sign in Abu Dhabi?** Four agreements on November 2, 2026: with ADNOC and G42, the Abu Dhabi Government, Mubadala and Inception42, and a five-year deal with Inception42.
- **What will ADNOC use it for?** AI agents for field master planning and for forecasting crude supply, demand, prices and margins across its value chain.
- **How much is it worth?** Not disclosed. Neither the Abu Dhabi Media Office nor ADNOC gave a dollar figure.

OpenAI signed four agreements with Abu Dhabi on November 2, 2026, the opening day of the ADIPEC energy conference. Abu Dhabi's Crown Prince, Sheikh Khaled bin Mohamed bin Zayed, met Sam Altman and witnessed the signings, according to the [Abu Dhabi Media Office](https://www.mediaoffice.abudhabi/en/crown-prince-news/khaled-bin-mohamed-bin-zayed-meets-sam-altman-and-witnesses-signing-of-agreements-with-openai/). The deals cover the state oil company ADNOC, the Abu Dhabi government, the investor Mubadala, and a five-year adoption program with G42's Inception42.

The headline one is ADNOC's. In its [own release](https://www.adnoc.ae/en/media-center/news/2026/11/ADNOC-Signs-Landmark-Partnership-Agreement-with-OpenAI), ADNOC says it is the first energy company to deploy OpenAI Frontier, with AI agents that "continuously forecast crude oil supply, demand, prices and margins." No dollar value was given for any of the four agreements.

## What ADNOC is building

![Animated diagram: on the left three separate studies run one after another over months; on the right agents feed all three into one integrated plan in hours, with a person approving the final decision](https://cellcog.ai/blog/media/openai-abu-dhabi-adnoc-deals/decide.svg)
*One after another vs together: what ADNOC wants its agents to change*

ADNOC already runs ENERGYai, its own subsurface model. The release describes OpenAI Frontier as the layer on top that connects what each system knows, "so operational, capital and commercial decisions can be made together rather than one after another." The partnership starts with two applications:

- **Field master planning.** Planning a field today runs as separate subsurface, facilities and economic studies. The agents are meant to combine "decades of data across thousands of wells, multiple reservoirs, and hundreds of surface facilities" into one plan, prepared "in hours rather than months."
- **The value chain.** From production and refining to logistics, sales and trading, agents are meant to weigh each decision's commercial and operational impact, so ADNOC can "value every barrel while it is still in the ground."

The work runs on OpenAI's GPT models on G42's infrastructure inside the UAE, "with human experts retaining oversight of consequential decisions." The release also adds OpenAI's Daybreak Blue program for ADNOC's cyber defense.

Altman's line in ADNOC's release: "By combining frontier AI, sovereign infrastructure and industry expertise, this first-of-its-kind partnership will help ADNOC move faster, operate more efficiently and make better decisions across the energy value chain."

## The four agreements

*Table: OpenAI's four Abu Dhabi agreements, per the Abu Dhabi Media Office (November 2, 2026)*

| Agreement | Parties | What it covers |
|---|---|---|
| Energy | ADNOC, G42 (via Inception42), OpenAI | OpenAI Frontier across ADNOC's operations, on in-country inference |
| Government | Abu Dhabi Government, OpenAI | A Machine-Readable Government initiative for routine compliance checks |
| Investment | Mubadala, Inception42, OpenAI | AI for investment analysis, opportunity finding and risk assessment |
| Adoption | Inception42, OpenAI | A five-year program across government, enterprise and education in the UAE |

The government initiative is the most concrete of the other three. It turns a defined set of policies and regulations into machine-readable form so AI can help officials with routine checks, such as those for permits and certificates. Each assessment is traceable to its rule, and "government officials retain oversight and accountability for final decisions." The first pilot is already in production with the Abu Dhabi Agriculture and Food Safety Authority, on food imports, running on GPUs in UAE data centres.

## ADNOC's AI, by its own numbers

The release gives a sense of how far ADNOC had already gone before this deal.

*Table: ADNOC's existing AI footprint, per its November 2, 2026 release*

| Item | Figure |
|---|---|
| ChatGPT Enterprise seats | More than 40,000 employees |
| ChatGPT Enterprise adoption | Over 97% |
| AI applications | More than 200, deployed or in development |
| Robotics use cases | 70 |
| ENERGYai model size | 70 billion parameters |
| Data behind ENERGYai | More than 50 years of ADNOC data |

ADNOC calls the 40,000-seat rollout the largest enterprise deployment of ChatGPT in the Middle East and North Africa.

## What was not announced

- **No prices.** None of the four agreements came with a dollar figure, in the government account or in ADNOC's release.
- **No compute number.** The deals run on UAE inference, but no new capacity was named for them. OpenAI's own figures for the UAE remain the [Stargate UAE plan](https://openai.com/index/introducing-stargate-uae/) of May 2025: a 1-gigawatt cluster, with 200 megawatts expected to go live in 2026.
- **No OpenAI post.** As of our read, OpenAI's news feed carried no announcement of the deals; the details come from Abu Dhabi's media office and ADNOC.

Some posts on X summed the deal up as AI agents that forecast oil prices. That is one of the two applications ADNOC named, not the whole of it; field planning comes first.

## What this means if you run operations

Our position, declared: we build [CellCog](https://cellcog.ai/ai-employees), and our AI employees run on Claude Opus 5.5, not on OpenAI's models. Read our take with that in mind.

The useful part is the pattern, and it applies well below the size of a national oil company. ADNOC is not buying a chatbot. It is asking agents to take work that runs as separate studies in separate teams and do it as one piece, while people keep the final call. G42's Mansoor Al Mansoori put the aim in one line: "You should not have to use AI to benefit from it." For a small business the same shape looks like an agent that pulls the numbers from every system you use into one weekly plan and asks before anything changes.

## What we are watching

- **The first results.** Whether ADNOC publishes how long a field plan takes with the agents, against the months it takes now.
- **OpenAI's account.** Whether OpenAI publishes the deals on its own site, and with what terms.
- **Copycats.** Whether other national oil companies at ADIPEC sign similar agreements.
