## Key points

- OpenAI appointed Dan Driscoll, the 26th Secretary of the Army, as Senior Counselor for National Security Modernization on November 2, 2026.
- The newly created role advises OpenAI leadership and outside partners on AI for national and cyber security, with a focus on U.S. allies.
- It builds on Daybreak, OpenAI's program with allies on cyber resilience and protecting essential services.
- Driscoll says the technology will help by cutting paperwork and getting the right answer to the right person faster.
- It is the latest in a run of OpenAI government posts since June 2025, from the Department of War agreement to a GSA deal.

## At a glance

- **What is Dan Driscoll's new job?** Senior Counselor for National Security Modernization at OpenAI, a new role advising leadership and outside partners on how AI can strengthen national and cyber security.
- **Who is Dan Driscoll?** The 26th Secretary of the Army, a former Army officer with a law and business background, who has also served as Acting Director of ATF.
- **Why does it matter?** It adds a former service secretary to OpenAI's government push, and the role is framed around U.S. allies, not only U.S. agencies.

OpenAI appointed Dan Driscoll, the 26th Secretary of the Army, to a newly created role on November 2, 2026. He becomes Senior Counselor for National Security Modernization. The Financial Times reported the hire first, and OpenAI confirmed it in its own post later the same day.

In OpenAI's words, Driscoll will be "working with senior leadership and external partners to advise on how advanced AI can strengthen national and cyber security, with a particular focus on working with U.S. allies to advance its responsible use."

This is a personnel announcement, not a product launch. It matters because it is the latest step in a year of OpenAI national security moves, and the post points at allied governments, not only Washington. Below: what the role covers, who Driscoll is, the timeline of OpenAI's government work, and what the post leaves out.

## What the role covers

![Animated diagram: OpenAI leadership and teams on the left, Driscoll as counselor in the middle, governments, allies, industry and academia on the right; advice flows out to partners and operational needs flow back to OpenAI teams](https://cellcog.ai/blog/media/openai-dan-driscoll/role.svg)
*The role runs two ways: AI advice out to governments, their needs back into OpenAI*

The post describes the job in five parts.

*Table: Driscoll's role, per OpenAI's announcement (read November 2, 2026)*

| Part of the job | What OpenAI's post says |
|---|---|
| Advise | Senior leadership and outside partners on how advanced AI can strengthen national and cyber security |
| Focus | Working with U.S. allies on responsible use |
| Partners | Governments, industry, academia and allied institutions |
| Inside OpenAI | Help teams understand how national security institutions actually operate |
| Builds on | Daybreak, OpenAI's program with allies on cyber resilience |

The role runs in both directions. Outward, he advises partners on "modernizing policy and strategy choices to unlock practical uses of AI to improve national security." Inward, he will "help internal OpenAI teams understand the operational needs of global national security institutions." OpenAI says the appointment "builds on OpenAI's work with allies and partners to strengthen cyber resilience and protect essential services under its Daybreak program."

## Who Driscoll is

As Secretary of the Army, Driscoll oversaw "nearly one million Active, Guard, and Reserve Soldiers and more than 265,000 Army Civilians," per OpenAI's post. It says he drove "accelerating the fielding of new technology, reforming acquisition, and building a more capable force." He is a former Army officer with a background in law and business, and in his own statement he notes he was also Acting Director of ATF.

## What Altman and Driscoll said

Sam Altman framed the hire around allies: "The US has an extraordinary opportunity to work with other countries to spread the adoption of democratic AI and I'm excited to welcome Dan Driscoll to OpenAI to strengthen American leadership and help us do that."

Driscoll's statement is the more concrete one. "National security requirements are changing faster than at any time in the past fifty years," he said, and the technology will help "by cutting through paperwork, making sense of more information, and getting the right answer to the right person faster."

## OpenAI's national security year

The appointment sits at the end of a run of government moves OpenAI has published on its own site. Each date below is from OpenAI's post.

*Table: OpenAI's government and national security posts, June 2025 to November 2026 (OpenAI)*

| Date | What OpenAI announced |
|---|---|
| June 16, 2025 | OpenAI for Government, with custom models for national security on a limited basis |
| February 28, 2026 | An agreement with the Department of War, later amended to rule out domestic surveillance of U.S. persons |
| August 18, 2026 | An initiative to help democratic oversight bodies oversee government AI use |
| September 10, 2026 | A GSA deal: $0 license fee (normally $15 per user per month) and 50% off usage for federal, state, local and tribal governments |
| October 21, 2026 | A blueprint for empowering cyber defenders |
| November 2, 2026 | Dan Driscoll appointed Senior Counselor for National Security Modernization |

Two patterns stand out. Each push into government comes with a safeguards post beside it: the surveillance limits added to the Department of War agreement in March, then the oversight initiative in August. And the work is widening from U.S. agencies to allies. The September GSA deal says more than one million government employees already have ChatGPT access, and Driscoll's role is the first one OpenAI frames around allied institutions.

## What the post does not say

- **Start date.** OpenAI says he "will join" but gives no date.
- **Reporting line.** The post says he works with senior leadership, not whom he reports to.
- **Contracts.** It does not say whether he will work on the Department of War agreement or any specific program.
- **Which allies.** No country is named.
- **Limits on the role.** It does not address how rules for former officials apply to what he can work on.

## What this means if you watch the labs

Our position, declared: we build [CellCog](https://cellcog.ai/ai-employees), AI employees for small businesses, and we sell nothing to governments. OpenAI's work tools compete with ours, so read our take with that in mind.

Two things are worth noting. First, Driscoll's description of the value is the same one every business buyer hears: less paperwork, more information made sense of, the right answer to the right person faster. In national security the difference is the oversight layer around it, which is why OpenAI publishes a safeguards post next to each deal.

Second, the labs are taking different paths into government. Anthropic was excluded from Pentagon work under a supply-chain law, a decision an appeals court upheld in September (see our record of the [Anthropic Pentagon ruling](https://cellcog.ai/blog/anthropic-pentagon-ruling/)). OpenAI is moving the other way, adding deals and now a former service secretary. ## What we are watching

- **His first named initiative.** Which ally or program OpenAI pairs with Driscoll first.
- **Daybreak's reach.** Whether the cyber program the post cites adds more allied governments.
- **Other labs.** Whether Anthropic, Google or xAI make a similar senior national security hire.
