Anthropic expanded its partnership with the US General Services Administration on October 27, 2026, giving government buyers 40% off Claude Enterprise, Claude for Government and the Claude API. In Anthropic’s words, “For the first time, the discount applies across every product surface”, and it now reaches state, local, tribal and territorial governments, not only federal agencies.
The commercial terms matter as much as the price: “Agencies are not bound by a minimum spend commitment and will be able to pay for the usage they consume.” This page is read from Anthropic’s announcement.

Anthropic expanded its partnership with the US General Services Administration on October 27, 2026: government buyers get 40% off Claude Enterprise, Claude for Government and the Claude API.
For the first time the discount covers every product surface, and it extends beyond federal agencies to state, local, tribal and territorial governments.
About 500 US government organizations use Claude; weekly Claude for Government users are up about eightfold since February.
Agencies pay for what they use with no minimum spend, and Anthropic estimates the discounts save the government $1 billion.
Claude for Government runs at FedRAMP High; Claude Enterprise is in process for FedRAMP Moderate through FedRAMP 20x.
§ 01What the agreement covers
| Term | What Anthropic says |
|---|---|
| Discount | 40% off Claude Enterprise, Claude for Government and the Claude API |
| Who qualifies | Federal agencies plus state, local, tribal and territorial governments |
| How they buy | Directly from Anthropic today; through cloud providers in the coming months; via GSA’s Multiple Award Schedule |
| Commitment | No minimum spend; pay for the usage consumed |
| Estimated savings | $1 billion for the government |
| Support | A dedicated implementation program for agencies, starting in the coming weeks |
§ 02How much government already uses Claude
Anthropic gives three growth figures. About 500 US federal, state and local government organizations use Claude. Weekly active users of Claude for Government are up about eightfold since February. Usage across federal civilian agencies has grown about 20-fold in a year.
§ 03What agencies are doing with it
The examples Anthropic lists are less about chat and more about code, records and security, the slow work that piles up on tight budgets.
| Who | What happened |
|---|---|
| Utah (34 developers, 10 state agencies) | 80% had a working environment within 30 minutes; 71% reported saving 20+ hours over a four-week pilot |
| A US state CIO’s team | Responded to a ransomware attack in 8 minutes instead of the usual 2-3 days |
| A US federal security team | Used Claude Mythos to find and patch a flaw that would have allowed takeover of a critical production system in about two days; a human penetration test the month before had missed it |
| A US state IT developer | Moved nearly 900 API methods to a new framework in two days, on a project scoped for a month |
| A US state IT director | Documented 12 legacy code repositories with Claude Code, mapping 467 database tables and flagging 27 risks |
Anthropic also says more than half of US states joined its state and local cyber defense program, which links to its cyber mission work.
§ 04The security posture
Claude for Government, which Anthropic describes as near feature parity with its commercial products at FedRAMP High, became generally available on September 30. Agencies building their own tools can use Claude through Amazon Bedrock, where it is authorized for FedRAMP High and select models for DoD IL4 and IL5 in AWS GovCloud, or through Google Cloud’s Vertex AI at FedRAMP High. Claude Enterprise is in process for FedRAMP Moderate through the FedRAMP 20x program. Purchasing details sit on Anthropic’s government page.
§ 05What it means
Government software purchases are usually slow because they start with a large commitment. Removing the minimum spend turns Claude into something an agency can try on one backlog, one codebase or one team and pay for as it grows. That is the same shape that works in private companies: start with a bounded job, measure it, widen the scope. The Utah pilot is that pattern in public.
The examples are Anthropic’s own selection and mostly unnamed, so treat them as illustrations rather than audited results. The figures that are firm are the contract terms: 40%, every product surface, every level of government, no minimum.
§ 06What to watch
- The cloud-provider discount arriving on Bedrock and Vertex AI, which Anthropic puts in the coming months.
- Claude Enterprise completing FedRAMP Moderate through FedRAMP 20x.
- Whether OpenAI and Google answer with matching OneGov terms for state and local governments.
